TWRP - how to install permanent twrp/cwm for Ulefone Power 5

I allready found temporary twrp recovery for my Ulefone phone. But, i need this for permanent. Now my Ulefone Power 5 has bootloop on logo, i allready have twrp backup but cant restore using temporary twrp.

What should i do?

Sory for my bad english.

FYI : my Ulefone Power 5 in lock bootloader status.

Note: Smartphone, Phablet, Android 8.1 Oero 6.0 inches, FHD+ 2160 x 1080 pixels 2G, 3G, 4G (LTE), 64GB, 6GB.

No! my home is to far from service center :( can i fix this by my self? i have a windows 8 laptop.
